Polk began her municipal career in 1996 serving as City Clerk for the City of Mangum, Oklahoma, before becoming the Mangum City Manager there in 2002. Pam Polk began as city manager in theCity of Collinsville in July 2005.

Ms. Polk received the prestigious Gerald Wilkins Award for City Manager of the Year in 2017, making Oklahoma history as the first female recipient. In 2022, she was recognized as Woman of the Year by the Oklahoma Municipal League Women in Municipal Government.

Pam currently serves as the Oklahoma Municipal League President, serves on the OMAG board of Trustees and is the new city manager for the City of Durant as of April, 2024.

We thank Pam for her dedicated service to municipal work across the state!


Women in Municipal Government was created to provide an opportunity for women working in municipal government to share ideas, celebrate achievements, collaborate on issues and be a sounding board for complicated matters. There is also a Facebook group for discussion and notifications on upcoming events.

The group meets monthly for a roundtable discussion followed by lunch to allow for further discussion and fellowship. Women In Municipal Government meetings will be the 3rd Wednesday of every other month.

About WIMG

One of the NLC’s five constituency groups, WIMG brings together female municipal leaders to network and share best practices.  

Women in Municipal Government (WIMG)  is a caucus within NLC that serves as forum for communication and networking among women local elected officials and their colleagues.  

Established within NLC in 1974, the group works to raise awareness about issues of concern to women, and it encourages women to seek public office in their communities. It has successfully forged a prominent role for women in the development of NLC’s National Municipal Policy and its agenda for the nation’s cities and towns.  

WIMG serves as a vehicle for members to discuss problems and explore solutions, debate policy issues, and contribute to the success of American cities and towns. The group meets three times a year in person and hosts a variety of webinars and programs throughout the year and leadership awards program.
