Job Description
City Manager is the chief administrative officer of the municipality of Catoosa, OK, and is responsible to the council for the entire administration of the city government. They will perform under the guidelines of the Oklahoma Municipal Code and other such guidelines as established by law or adopted by the City Council as deemed prudent or necessary.

Salary Range

Salary is competitive to the area and will be dependent upon qualifications.

The benefit package includes health insurance for the individual, vacation, retirement, approved holidays per year and a car allowance.

Maintain high level of integrity.

Have strong leadership with ability to define a clear vision for the City's growth and lead staff to devise and implement programs to achieve vision.

Sound fiscal budgeting capability and experience managing in a cutback environment.

Plan, organize, administer, and coordinate a variety of complex City services and programs that will improve citizen quality of life and services in an efficient and effective manner.
Select, motivate and evaluate staff through excellent team building skills and the ability to mentor and have the ability to delegate effectively.
Strong labor and contract negotiations capability with local bargaining units.

Practical understanding and ability to work with all department managers to understand their concerns and issues and to assist the city departments in working together.

Effective communication, both verbally and in writing; strong interpersonal skills and conflict resolution ability.
Develop and implement goals, objectives, policies, procedures, work-standards and internal controls.
Understanding of economic development principles and practice.
Experience with commercial and residential development and/or developers.

Analyze complex technical and administrative municipal problems, evaluating alternative solutions and adopting effective courses of action.

Have the understanding and ability to write and secure grants on Federal or State level.

Exercise sound, independent judgment within general policy guidelines and possess balance between assertiveness and diplomacy.

Establish and maintain effective working relationships with those contacted in the course of the work.

Have a strong personal image to conduct business in a variety of public settings and relations.


Qualifications

Knowledge of:
Administrative principles and methods, including goal setting, program and budget development and implementation through sound fiscal controls and employee supervision.

Principles, practices, and programs related to the administration of City functions.
Applicable legal guidelines and standards affecting City administration.
Funding sources impacting program and service development.

Education and Experience
Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way of gaining such knowledge and abilities would be:

Education:
It is desired that candidates possess a bachelor's degree in public administration, business administration, finance, or other field related to municipal management; a Master's degree is highly desirable.
Experience:
Candidates should have a minimum of five years’ experience in a senior management position in a city or county government. Prior experience as a City or County Manager is strongly preferred.

An individual with comparable senior executive experience in other public service organizations or private business will be considered if their experience involved significant interaction with the public and the delivery of a wide variety of services to the public. Candidates should have a track record of obtaining a strong performance from staff, i.e. achieving established goals, completing major projects on time and budget, and holding staff accountable for high standards of performance, ethics and customer service by building a strong management team.

The successful candidate must have excellent judgment, effective communication skills, and highly developed interpersonal skills. It is essential that the City Manager be competent in financial and project management and be able to establish and monitor adequate financial controls.

Experience in working with citizens' organizations is highly desirable.
