Listing Description
NOTICE: This position is classified as “safety sensitive” under United States Department of Transportation drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing Act, and Oklahoma Medical Marijuana laws. Individuals in this role will be subject to drug and alcohol testing, including random testing. Testing positive for marijuana, even with a medical marijuana license, will not exempt the individual from the consequences of the testing process.

GENERAL SUMMARY
The Building Inspector & Code Enforcement Officer performs a dual role combining the inspection of buildings and structures for compliance with city, state, and federal codes with enforcing local ordinances related to property maintenance, zoning, and public safety. This position ensures construction and development adhere to safety standards while maintaining the appearance and safety of the community through proactive code enforcement.

The role requires strong communication skills, technical knowledge, and the ability to balance enforcement with public education to achieve compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are representative but not exhaustive:

Building Inspection
- Conduct daily inspections of construction sites, remodels, and demolitions to verify compliance with building, electrical, plumbing, mechanical, and energy codes.
- Review construction plans for compliance with applicable codes, ordinances, and standards.
- Ensure buildings are structurally sound, safe for occupancy, and compliant with accessibility requirements (e.g., ADA).
- Document inspection findings, prepare detailed reports, and maintain accurate records.
- Issue stop-work orders or citations when non-compliance is identified and follow through until issues are resolved.
- Advise contractors, developers, and property owners on code compliance and best practices.
Code Enforcement
- Conduct proactive and complaint-driven inspections of properties to identify violations of municipal ordinances, including zoning, property maintenance, signage, weeds, and nuisances.
- Investigate and resolve complaints related to housing, abandoned vehicles, debris, illegal dumping, and other code-related issues.
- Work collaboratively with property owners and residents to achieve voluntary compliance.
- Issue notices of violation, citations, and follow-up communications; coordinate with legal staff as necessary for enforcement actions.
- Testify in court or administrative hearings regarding code violations when required.

Administrative and Public Outreach
- Educate the public, contractors, and developers about code requirements and the permit process.
- Serve as a resource for city staff and the public regarding building codes and zoning regulations.
- Assist with permit intake, plan reviews, and fee calculations.
- Prepare and present reports to city management and elected officials on code all activities.
- Participate in public meetings and outreach events to promote community standards and ordinances.

KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of local, state, and federal building codes, zoning ordinances, and property maintenance standards.
- Familiarity with construction methods, materials, and safety standards.
- Strong investigative and problem-solving skills.
- Ability to read and interpret blueprints, site plans, and technical specifications.
- Effective communication skills for interacting with contractors, property owners, and the public.
- Proficiency in office software (e.g., word processing, spreadsheets) and inspection management systems.
- Ability to work independently, manage time effectively, and maintain accurate records.
- Strong conflict resolution skills with commitment to customer service.

QUALIFICATIONS
- High school diploma or GED required, additional education in construction, engineering, or a related field preferred.
- Minimum of five (5) years of experience in construction, inspection, or code enforcement, or any combination of education and experience providing equivalent knowledge.
- Valid Oklahoma State Driver's License required.
- Certification as a Code Enforcement Officer, ICC Building Inspector, or willingness to obtain within one year of employment.
- Knowledge or experience with Oklahoma Fire Code is a plus

WORK ENVIRONMENT
- Work involves both office settings and field environments, including outdoor inspections in various weather conditions.
- Potential exposure to hazards such as construction machinery, debris, and unsafe structures.
- Requires the ability to navigate uneven terrain, climb ladders, and enter hazardous worksites.

ADDITIONAL INFORMATION
- Typical work hours are Monday through Thursday, with occasional evening or weekend work required for public meetings or emergency responses.
- This position reports directly to the City Manager or designated supervisor.
