From the Oklahoma Department of Emergency Management EM-3462 Important Information

Emergency Management Partners,

This message is to serve three functions:

1.     To give you the most recent guidance FEMA has provided regarding emergency declaration-3462. FEMA is continuing to create guidance and we will share it with you as it becomes available.

Attached is the FAQ and Emergency Protective Measures Fact Sheet.  This document will help answer some of the eligibility questions we all have.

Eligibility:  “FEMA is working with HHS and CDC to determine which Agency potentially can provide federal assistance; however, with no specific line items of what is covered, PA should use the general Cat. B eligibility guidelines and then PA will work out who can pay for what. If HHS is paying for it and PA finds that out later, it will likely be in the applicant’s best interest to go with HHS since it’s 100%. HQ is in the process of developing a PA Policy Fact Sheet on Category B - Emergency Protective Eligibility.”

2.     To give you guidance on how to submit an RPA for Emergency Declaration-3462.

You may submit a Request for Public Assistance for EM-3462.  

The deadline to submit an RPA is April 12, 2020However, we have been advised by FEMA that they are working to extend the deadline “until further notice”

  • The current incident period is January 20, 2020 and continuing.

  • RPA submissions should be made by following this link:  https://ok.emgrants.com

§  If you have not requested access for OK EMGrants, you will need to register and be granted access before submitting an RPA.

  • Before RPAs can be processed, the requesting agency must have an active DUNS number on SAM.gov

3.     FEMA released guidance regarding the use of non-congregate sheltering.  Please see the attachment for details.

The next steps for Public Assistance include:

  • Applicant Briefing. Once FEMA clarifies how they will administer EM-3462, OEM will release a virtual applicant briefing.

  • Processing RPAs

  • Prepare state/local agreements
