GENERAL DESCRIPTION OF POSITION

Under general supervision of the Public Works Director, assists management, planning, organization and direction of work in the Public Works department. Assisting in the day-to-day operations of the Streets, Fleet Maintenance, Property Maintenance, Water/Waste Water and Sanitation Services work groups. In the absence of the Public Works Director, the Assistant may assume the management duties of the department as assigned.



ESSENTIAL DUTIES AND RESPONSIBILITIES

Assist in the supervision of division managers and department support staff, either directly or through subordinates. Assist in the determination of work procedures, preparing work schedules, and expediting workflow, when warranted.
Assigns duties and examines work for exactness, neatness and conformance to policies and procedures. Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.
Maintains harmony among workers and resolve issues with written and oral instructions.
Prepares composite reports from individual reports of subordinates. Adjusts errors and complaints.
Assist with planning, organizing, and coordination of staffing, equipment and infrastructure of the public works department.
Assist and make recommendation for the preparation and implementation of the department's budgets, Capital improvement plan, and appropriate master plan consistent with standard procedures and department priorities.
Assist in the preparation of bidding, competency of contractors and vendors, and the selection criteria for public contracts.
Assist with project management for the construction of the municipal public works projects. Assist in the oversight of assigned projects, ensuring contractor compliance with time and budget parameters for the project.
Assist in the oversight of the maintenance of infrastructure and other records.
Responds to public or other inquiries relative to department policies and procedures. Evaluates issues and options regarding municipal public works and makes recommendations to the Public Works Director.
Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services, as directed by the Public Works Director.
Keep abreast of problems, circumstances, activities or events which may/will affect the department and communicate these to the Public Works Director.
Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE
Broad knowledge of such fields as City organization, operations, policies and procedures. Principles of Public Works Administration, engineering, design, mechanical engineering storm water, drainage, recycling operations, project management, strategic planning. Water/ Waste Water compliance requirements and applicable state rules and regulations.

Equivalent to a four year college degree, plus 4 years related experience and/or training, and 2 years related management experience, or equivalent combination of education and experience. Will consider a combination of education and work experience, however acquired.

COMMUNICATION SKILLS
Skill in verbal and written communication. Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to conduct themselves in a professional manner,

MATHEMATICAL SKILLS
Skill in practical situations.

CRITICAL THINKING SKILLS
Skill in problem-solving.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Valid Oklahoma river’s License. DEQ- Water classification, DEQ-C Waste Water classification and Class A CDL within six (6) months of hire.

SOFTWARE SKILLS REQUIRED
Basic: 10-Key, Accounting, Contact Management, Payroll Systems, Presentation/PowerPoint, Spreadsheet, Word Processing/Typing.

SUPERVISION RECEIVED
Virtually self-supervising. Reports to Public Works Director.

Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the organization and delegation of work operations for a group of employees engaged in widely diversified activities.

Comprehensive and very intense mental demand. Comprehensive and continual involvement with multiple divisions, departments and/or organizations. Strategic and operational management functions which relate to both the short-term and long-term time periods.

General oversight. Activities covered by general organizational philosophy and objectives. Solving problems in novel, non-recurring or swiftly changing situations in which the approach is not fully defined. Guidance of the Public Works Director, City Manager or the designee.

RESPONSIBILITY FOR WORK OF OTHERS
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include, but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Supervises a group (25+) of employees who are engaged in diversified activities in one or more departments.

Supervises the following departments: Streets, Fleet Maintenance, Property Maintenance, Water/Waste Water Maintenance and Sanitation Services work groups.

RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT
Regularly responsible for funds, building premises, inventory, or other property owned or leased by the organization and, in addition, may have temporary custody and responsibility of patron property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above would range from $25,000,000 to $50,000,000.

ACCOUNTABILITY

FREEDOM TO ACT
Oversight. High level of freedom to complete the duties of the position and guided by broad policy with oversight by Public Works Director, City Manager or the designee.

ANNUAL MONETARY IMPACT
The amount of annual dollars generated based on the job's essential duties / responsibilities. Examples would include direct dollar generation, departmental budget, proper handling of organization funds, expense control, savings from new techniques or reduction in manpower.

PUBLIC CONTACT
Extensive contacts with various diversified sectors of the public environment; wherein, the contacts are of extreme importance and failure to exercise proper judgment can lead to substantial losses to the organization.

EMPLOYEE CONTACT
Continuous contacts frequently involving difficult negotiations which require a well-developed sense of strategy and timing. Involves contacts with senior level internal officials.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Regular use of complex machines and equipment (desktop/laptop computer and software, road and production machines and equipment, driver's license/CDL, etc.)

This classification is a safety-sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations and/or the Oklahoma Standards for Workplace Drug and Alcohol Testing Act. As a safety-sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana certification will not excuse you from the testing process, or the consequences of testing positive for marijuana.
