Part time – Full time
Education and Experience: High school diploma or equivalent. Experience which provides the knowledge and skills to perform the job duties and responsibilities. Experience which has provided the ability to manage complaint investigation.
Licenses and Certifications: Must possess a valid driver's license and satisfactory motor vehicle record. Must obtain the Basic Code and Property Maintenance Certifications within one year.
Knowledge: City of Kingfisher ordinances
Skills: Effective oral and written communications. Read and interpret local codes and regulations. Establish and maintain good working relationships with the public, co-workers and outside agencies. Maintain professional decorum in confrontational situations. Uphold equitable and impartial standards throughout the community. Prepare and maintain accurate electronic and written records. Possess basic competency with Microsoft Office Suite. Develop proficiency with multiple online platforms.
Essential Functions: Conduct inspections of properties, structures, alleyways and vacant lots to ensure compliance with applicable city codes, property maintenance standards and perform follow-up inspections as necessary.
Investigate citizen complaints for property maintenance violations such as tall grass and weeds, accumulation of debris, inoperable vehicles, zoning violations, easement obstructions, or other nuisances. Remove and dispose of illegally placed signs in right of ways and on utility poles. Schedule and perform annual inspections of hotels/motels, salvage yards, mobile home parks, and boarding houses, etc. Patrol neighborhoods, business districts, etc. to ensure compliance with codes. Performs related duties as required. Instruct citizens via oral and written communications concerning violations and the necessary action needed to achieve compliance. Determine those who are responsible for violations and ensure proper notifications are made. Follow up on violations within an established time frame to determine if compliance is met. Pursue appropriate action when violations exist, which may include mailing a notice of violation, issuing citations, filing charges in municipal court and/or turning over to contractors for abatement. Monitor the work of City abatement contractors. Maintain accurate records and proper documentation for each violation encountered. Testify in court as an expert witness if charges have been filed against those which have violated city codes.
Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Ability to concentrate while faced with multiple interruptions. Learn, interpret, and properly apply City ordinances and codes. Moderate mobility: work requires physical effort associated with walking, standing, lifting, stooping and climbing stairs or ladders. Must be able to perform site inspections. Ability to lift and carry light objects (generally less than 25 lbs.)
Working Conditions:
Work outside, exposed to environmental extremes such as heat, cold, wind, dust, noise, and precipitation of all forms. Work in a professional office setting with other city staff.
