DESCRIPTION:
This is responsible professional and administrative position in planning, organizing, directing, and performing all activities and programs of the Planning and Community Development Department. Work involves responsibility for planning, organizing, directing, and participating in such diverse activities as land use planning, economic development, business retention and expansion, beautification and capital improvement programs. Work also involves analyzing the city’s economic, commercial, and residential needs relative to development and coordinating all development activities as authorized by the City Council. Work is performed under the general direction of the City Manager and is reviewed through conferences and reports for overall program effectiveness.

ESSENTIAL FUNCTIONS:

•Analyzes the economic, commercial, and residential needs relative to land use and development within the City; undertakes analysis and other policy review activities to promote and establish historical and prospective trend information on development characteristics.
•Prepares the annual departmental operating budget and controls expenditure of appropriations; determines personnel, equipment, facility, materials, and supply needs.
•Coordinates all development and land planning authorized by the corporate authorities of the City as well as all building and zoning issues and decisions that are directly related to planning. o Monitors economic development activities and needs, maintains familiarity with the needs and desires of private industry within the City, and projects future demands upon City services.
•Identify, assemble and formulate long-term capital improvement programs and activities for City facilities and infrastructure.
•Administer City grant applications and compliance.
•Performs duties related to planning and overseeing private development.
•Oversees and coordinates all property-related permitting, record keeping and use activities.
•Maintains files of available property for development and provides promotional information for its subsequent development.
•Structures land use, economic development, and redevelopment programs, and prepares and periodically revises short- and long-range plans for consideration by the City Manager and City Council.
•Serves as primary staff member assigned to support the Zoning, Planning, and Appeals Commission and/or any other Council and/or commission charged with the responsibility of zoning, planning, and development activities. Will be responsible for presenting detailed information about various development projects to the committees using common formats.

•Recommends comprehensive plan reviews, building code reviews, commercial restoration, redevelopment, and other community development related programs and policy reviews.
•Makes recommendations to enhance the general appearance of the City through beautification projects and general clean-up activities.
•Supervises the Senior City Inspector and City Inspector to ensure that all new construction and remodeling are in accord with the City zoning ordinance, comprehensive plan, and all adopted model building codes.
•Supervises the Code Enforcement Division, Community Development Specialist and the Community Development Administrative Assistant.
•Attends meetings, seminars, and conferences of professional associations and county, regional, and state organizations in order to keep abreast of trends and developments in the field, and to represent the City’s interests before these groups.
•Provides effective and efficient customer services, promotes, and maintains responsive community relations.
•Practices and promotes a safe work place.
•Will be expected to participate and encourage a drug free work place.
•Maintains the privacy of confidential business information.

QUALIFICATIONS:

•Graduation from an accredited four-year college or university with major course work in urban or regional planning or related field and a master’s degree or considerable experience and training in urban planning is required; AICP certification is required or achievable; considerable experience in urban/regional planning and economic development at increasing levels of responsibility; or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills:
•Considerable knowledge of the principles and practices of urban planning. o Considerable knowledge of zoning and site development rules, regulations, and ordinances, particularly as they apply to economic and community development projects and programs.
•Considerable knowledge of the principles and practices of economic and community development including retention and attraction of businesses, and financial tools available to municipalities to foster economic development.
•Knowledge of the principles and practices of public administration. o Ability to analyze and interpret proposals and plans, and to determine whether plans conform to provisions of the applicable codes and ordinances.
•Ability to comprehend complex urban planning problems, to identify alternative solutions, and to prepare appropriate recommendations.
•Ability to establish and maintain effective working relationships with public officials, developers, other City employees, and the public.
•Ability to research and analyze data related to land-use, demographics, and economic activity.
•Ability to prepare clear and concise reports on technical subjects. o Ability to prioritize and follow through on multiple tasks.
•Ability to communicate orally and in writing with a wide variety of individuals, groups, and businesses.
•Ability to operate a computer and other general office equipment

•Work is performed in an office setting as well as on-site involving outdoor work in the inspection of various land use developments, construction sites, and residential streets and parkways. Employee is occasionally exposed to extreme weather conditions as well as wet, slippery and uneven surfaces. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
•While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands and fingers to handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is required to stand, sit, walk and crouch.
•The employee must occasionally lift and/or move up to 25 pounds.
•Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
