NATURE OF WORK
This applicant will have minimal supervision, the applicant for this position performs supervisory level duties concerned with administering the financial management program of the City Tonkawa and serves as Clerk/Secretary to the City Council. Prepares and monitors the City Budget. Supervises accounting and monitors the payments of monies in accordance with State Statute. As City Clerk, is the custodian of official City documents, the City seal, records and archives of the City. Attests and affixes City seal to all official documents. As Office Manager, supervises many of the clerical functions in the City.
ESSENTIAL JOB FUNCTIONS
1. As Clerk of the City Council, administers oaths of Office, prepares agenda and reports, keeps a minute book of council meetings, a resolution/ordinance book, and is custodian of all municipal records. Certifies all legal documents. Is keeper of the City Seal and attests all legal documents. Is keeper of City maps and other documents.
Annual Budgets –Prepare initial Departmental Line-Item worksheets and QuickBooks reports for actual spending after the first 6 months, Prepare the new Wage Schedule, Record Department’s submitted budgets, Review for Council Discussion and prepare for Budget Public Hearing, and Resolutions. Prepare Budget Amendments during the Fiscal Year.
Annual Audit – assist Financial Consultant and Auditors with providing documents to support Bank Accounts, Minutes, Bank Loans, Transfers, Deposits, Ordinances, Receivables and Debt Evaluate Sales Tax Revenues, Internal Control, and Cash Handling Procedures, verify Cash Collateral is adequate for Bank Accounts.
This position requires the applicant to be certified as a Grant Administrator, and he/she will manage the records and financials for Infrastructure projects. This position includes the duties to handle Human Resources for the City.
KNOWLEDGE, SKILLS AND ABILITIES

The applicant should have communication skills to understand and respond to job instructions, exchange information, give/receive simple to complex instructions and respond to inquiries. Includes filling out forms. Knowledge of grammatical structure, vocabulary for preparing/composing correspondence from rough draft or proofing of completed material. Communicates in clear, grammatically correct English and conducts interviews. May be asked to make public speeches or presentations and/or provides complex letters or reports.

This position is appointed by the City Manager and the City Council and must have 3-5 years’ experience in Administration. Education requires a High School Degree with Post High School degree equivalent to an associate’s degree with a major in accounting.
