JOB SUMMARY
The Development Services Director manages planning, engineering, economic development, permitting and inspection, storm water/floodplain, mapping and code enforcement activities. Such an employee also performs advanced level of professional planning work related to long range planning including the formulation of land use plans, development policies and special planning studies, to include: identification of goals and objectives, formulation of policy, plan and program alternatives, evaluation of alternatives; coordination with related agencies and departments; and the implementation of such policies, plans and programs, including land use regulations and development controls. The successful candidate will be responsible for performing work as it relates to current planning activities including administration of subdivision and zoning ordinances: review and evaluations of applications for re-zoning, site plans and plats, including coordination with related departments and preparation of staff reports and studies, coordination of development meetings for developers, providing guidelines and information; and preparation of special reports and studies on current developmental issues.
ESSENTIAL DUTIES AND RESPONSIBILITIES
•Answering to the City Manager, the incumbent manages and supervises the activities and operation of the planning, engineering, economic development, permitting and inspection, storm water/floodplain, mapping, and code enforcement divisions to ensure adherence to quality standards, deadlines and proper procedures; corrects errors and problems.
•Selects, orients, trains, assigns, schedules, coaches, counsels, evaluates and disciplines employees; communicates job expectations, plans, monitors, appraises and reviews job contributions; enforces policies and procedures.
•Prepares, manages and oversees the department’s annual budget and expenditures.
•Prepares recommendations, staff reports; narrative and graphic reports related to planning strategies which promote economic and community development or efficient land use consistent with community goals and special short-range planning projects.
•Provides staff support for and conducts meetings for the Planning Commission, the Board of Adjustments, public hearings for the City Council on a regular basis, and other planning committees as necessary.
•Advises the City Manager on Planning and Zoning matters as necessary. Upon instruction to do so, may act on the behalf of the City Manager.
•Research, analyze, prepare and recommend amendments to the City's zoning, land use, infrastructure, subdivision, storm water, floodplain, building, code enforcement and related ordinances and codes.
•Attends and participates in professional groups and committees to stay abreast of new trends and innovations in the field of urban planning.
•Provides information and guidance to developers and their engineers regarding zoning and regulatory matters.

•Provides information to and answer questions from the public or local officials on a variety of fundamental planning issues regarding zoning, land use and the comprehensive plan.
•Assists in developing long-range comprehensive community plans concerning development.
•Assists in developing specialized plans to meet specific needs outlined in the long-range plan and in writing a variety of ordinances and regulations relating to land use and development.
•Develops maps and other graphic presentations to illustrate planning concepts.
•Determines and initiates contractual agreements to assist the department’s needs and services.
•Assists with and reviews grant applications on behalf of City.
•Regular attendance of scheduled work hours is required.
•Performs other duties and tasks as assigned and required by the City Manager.
QUALIFICATIONS
Skills in:
1.Mediating and resolving difficult and sensitive complaints and inquiries.
2.Researching, analyzing and evaluation of a variety of statistical data.
3.Reading complex maps and plans.
Ability to:
1.Develop comprehensive planning reports, findings and recommendations.
2.Interpret and explain City land use, zoning, subdivision and general planning laws and regulations.
3.Analyze site design, terrain constraints, circulation, land use compatibility, utilities and other urban services.
4.Communicate clearly and concisely, both orally and in writing with resident citizens and other customers looking to locate or do business within the City.
5.Ensure program compliance with federal, state, local rules, laws and regulations.
6.Establish and maintain cooperative working relationships with those contacted in the course of work, including City and other government officials, community groups and the general public.
7.Operate computer, copy machines, telephone, motor vehicle and related equipment.
Knowledge of:
1.Planning theory and principles and practices of land use planning.
2.Zoning, land use and subdivision laws, ordinances and procedural requirements.
3.Methods and techniques of subdivision design.
4.Methods and techniques of effective technical report preparation and presentation.
5.Basic engineering and building code terms.
6.Research methods and sources of information related to urban growth and development.
7.Recent developments, current literature and sources of information related to municipal planning and administration.
8.Pertinent federal, state and local laws, codes and regulations.
9.Common mapping software.

DESIRABLE EDUCATION AND EXPERIENCE
Education:
•Bachelor’s degree in urban planning from an accredited university or college is required.
•A degree in a related field such as Political Science, Public Administration or Civil Engineering may be considered.
Experience:
•A minimum of three years of responsible professional experience in municipal planning or equivalent is strongly preferred.
•Master’s degree in urban planning or related field may substitute.
Licenses and Certifications:
•Must possess a valid Oklahoma Driver License and a driving record that is acceptable to the City's insurance carrier.
•American Institute of Certified Planners (AICP) preferred.
WORKING CONDITIONS
•Employee spends about ninety-five percent (95%) of the time indoors.
•Employee is occasionally subject to outdoor weather conditions.

SUPERVISION
The Development Services Director assigns, plans and oversees the work of the Development Services department staff.
