GENERAL PURPOSE
Manages, plans, organizes, directs and supervises staff in the daily maintenance and operation of the water treatment plant, water distribution system, wastewater treatment plant, wastewater collection system, meter department, streets department, parks department, solid waste department, and City cemetery.
Examples of Duties:
ESSENTIAL DUTIES AND RRESPONSIBILITIES
Supervises as well as manages administrative and field staff, either directly or through subordinates.
Reviews work schedules and procedures as well as examining work for completeness, neatness, and conformance to department policies and procedures.
Reviews and signs off on completed service orders and Public Works projects.
Maintains harmony among employee’s, reviews and resolves grievances, evaluates employee performance.
Reviews field operation trends, makes adjustments in daily operations as needed, provides reports as needed.
Responds to customer complaints pertaining to field operations.
Issues verbal and written counseling as well as written and oral instructions to administrative and field staff.
Prepares, reviews purchase requests, and monitors adopted budget in assigned area of responsibility.
Evaluates programs, services, staffing levels, and equipment of the field operations department to ensure the efficient use of time and resources.
Evaluates field operation issues and needs to formulate short and long range plans to meet the needs of the Public Works Authority.
Reviews plans related to Public Works improvements and provides input, project inspection and management of these projects as needed.
Stays current with issues and regulations in regard to municipal public works and ensure compliance with local, state and federal environmental regulations.
Maintains regular contact with consulting engineers, project engineers, City, County, State, and Federal agencies, as well as professional and technical groups regarding department operations and services.
Reviews and develops policies to ensure compliance with City, State, and Federal regulations.
Typical Qualifications:
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A)Associates Degree in engineering, public administration, or a closely related field.
(B)Experience in street maintenance, water/wastewater line repair, parks maintenance, and sanitation collection.
(C)Experience in managing and supervisory responsibilities related to PW field operations
(D)Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
(A)Knowledge of basic engineering and construction principles, practices, and methods.
(B)Skill in operating the tools and equipment listed below.
(C)Ability to communicate effectively, both orally and in writing, with employees, consultants, other governmental agency representatives, City staff and officials, as well as the general public.
(D)Ability to obtain necessary information, compile reports and make recommendations.
Supplemental Information:
PERIPRERAL DUTIES
Assists in the training of administrative and field operation personnel.
Reviews applications, interviews candidates, and makes hiring recommendations to Human Resources
Represents PWA and serves as a member of various committees as needed.
Attends public meetings and hearings as required
All other duties as assigned.
TOOLS AND EQUIPMENT USED
Computer, motor vehicle, telephone, two-way radio, typewriter, copy machine, and fax machine.

Work is performed mostly in office settings. Some outdoor work is required. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch or crawl, talk, hear, and smell.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The noise level in the work environment is usually quiet to moderate.
