GENERAL MANAGER – STILWELL UTILITIES

Organization Profile: Stilwell Utilities and the Stilwell Area Development Authority (SADA) are component units of the City of Stilwell. SADA is governed by a five-member board who are appointed by the mayor, confirmed by the city council each for a five-year term. Stilwell is a proud public power community.
SADA is charged with operating the electric, water, and wastewater treatment utilities for the city. SADA also bills for the city’s solid waste trash service. The organization sells water at wholesale rates to four rural water districts in unincorporated areas of Adair County.
SADA has invested in capital projects in the past five years which include a substantial upgrade and rehabilitation to the wastewater treatment plant, three water tower rehabilitations, electric distribution upgrades to growing areas of the city. Current projects include the construction of a new 5.o mg/d water treatment plant, a new raw water intake at Stilwell City Lake, and construction of a second flow equalization basin (FEB) at the wastewater treatment plant.
Position Profile: The next general manager will lead Stilwell Utilities into some transformative years in utility service. A strong leader with the ability to manage the employees of the utility department and manage the financial resources with a focus on continuous improvement of the department.
The ideal candidate will have a business acumen obtained by a bachelor’s degree or a combination of business courses and experience in an organization whose use of the principals and practices of effective management are evident. Experience in electric, water, and wastewater management is useful but not necessary for the right candidate. Continual engagement in regional, state, and local associations and organizations to develop a network of utility peers and professional from which to learn and contribute will be crucial.
Knowledge of the public power model is helpful to understand the value of operating our own electric utility, which returns profits to the city who uses those revenues to fund public parks, fire, police, and other quality of life services to our residents.
Knowledge of risk management and mitigation is particularly important. A firm understanding of risk, how to minimize exposure to public injury, employee injury, damage to city owned assets, and assets of others. Employee benefits management, talent attraction, retention, and development will be key to the future of Stilwell Utilities’ success.
Compensation Package: To attract and retain the right candidate, Stilwell Utilities will offer a compensation package that includes a salary commensurate with experience and market competitive conditions. Other compensation includes 100% paid health insurance, basic group life insurance, above market retirement plan which is a defined benefit pension plan with an employer/employee mandatory contribution. SADA also recognizes 14 paid holidays and a paid family subscription for air-med/care flight. Vacation and sick leave are accrued based on years of employment.
