NATURE OF WORK

This person is responsible for the administrative work in planning, organizing, and directing the Public Works Department, including but not limited to assisting by physically performing or directing the performance of all duties involved with all public works projects and operations.

Work involves responsibility for planning, organizing, directing, coordinating and/or performing work duties to accomplish the activities of eight functions comprising Traffic, Streets, Parks, Water Production, Wastewater, Utility Maintenance, Building Maintenance, Electric Distribution System, Natural Gas System and Solid Waste. Work includes responsibility for determining major departmental policies, planning long term programs, and making difficult administrative professional decisions. Supervision is exercised directly or through subordinate employees and other department heads and the governing body. Work is performed with independence and involves responsibility for the use of considerable initiative and judgment in day to day operations. Important contacts are required with the public, officials of other governmental agencies, contractors, and consulting engineers. Work is reviewed through conferences, analysis of reports, and evaluation of results achieved.

ESSENTIAL JOB FUNCTIONS

1. Plans, organizes, and exercises general supervision over employees engaged in a wide variety of public works design, construction, maintenance, and operating tasks; studies departmental organization, personnel distribution, and project requirements to effect the most efficient and economical utilization of available personnel.

2.Supervises and assists in the performance of all work required for all ten (10) functions.

3. Establishes program and project policies with the approval of the Mayor and/or City Council/Board of Trustees of the Geary Utilities Authority; prescribes general rules, regulations, and administrative policies for the eight functions; directs the preparation and maintenance of necessary records and reports.

3.Confers frequently with principal administrative and technical subordinates in initiating work, assessing work progress, and resolving work problems of an administrative and professional nature.

4.Meets with other department heads, contractors, engineers, utility companies, and federal, state, and county agencies to discuss current and proposed work, work problems, and work procedures; meets with various civic organization as a City representative to discuss public works programs, needs and problems.

5. Performs related work as required.

EDUCATION, EXPERIENCE AND TRAINING REQUIRED

A broad range and knowledge regarding water, wastewater, natural gas and electric functions are essential. Have the following required certifications and licenses is essential: MUST BE WILLING AND ABLE TO OBTAIN WATER, WASTE WATER AND GAS LICENSES WITHIN 1 YEAR OF HIRE DATE.

SUPERVISORY RESPONSIBLITY

Manages directly and/or through subordinate employees and works with department heads.

SPECIAL CERTIFICATES, REGISTRATIONS, LICENSES REQUIRED

Must have a valid driver’s license and acceptable driving record.



PHYSICAL/MENTAL REQUIREMENTS

Must be able to use a computer, email and Internet with general working level of proficiency. Must be able to input data and use office equipment. Must be able to communicate verbally; read and keep updated on current and changing rules, laws, and regulations.

Must lift, walk and carry over 80 pounds on an infrequent basis.

Light to moderate lifting on a more frequent basis.

Must constantly stoop, kneel, crawl and bend over to lift and do job.

Must be able to climb onto and into truck.

Must be able to operate heavy duty commercial vehicles safely and efficiently. Must have the ability to work to grade or specifications. Must have vision to operate safely and proficiently, listening to observe engine sounds.

Must be able to supervise a crew, give oral and written instructions in a lead capacity and provide quality customer service.

ENVIRONMENTAL CONDITIONS AND SAFETY CONCERNS

Major physical inconvenience or discomfort routinely present in the work situation. Much of the time the incumbent is outdoors. However, since the work is often desk work duties are more inside than others. Job requires the incumbent to be aware of and observe safe working procedures. Such hazards that are encountered included but are not limited to noxious odors, glass and sharp objects, diseases, hepatitis, hazardous materials, and other wires, trees, and obstacles.
