GENERAL FUNCTION:

This job is of professional and technical nature that serves to provide direction to planning and zoning in support of the City’s overall goals.


ESSENTIAL FUNCTION:

•Responsible for planning and zoning, inspections and permits review and approval.

•Prepares budget.

•Interacts with a variety of stakeholders, including residents, business owners, contractors, developers, appraisers, real estate agents, design professionals.

•Conducts studies and produces reports and other work product in support of department efforts or general City priorities.

•Drafts ordinances, resolutions, and other policy documents necessary to implement City policy priorities.

•Ensures regulations, codes, and other standards are kept current and updated.

•Remains current on pending legislative and administrative actions that could impact the department and provides input and testimony on city priority issues as appropriate.

•Obtains and maintains training and certification necessary to be recognized as an expert in applicable fields and seeks out appropriate education and training opportunities.

•Acts as liaison to the Planning Commission, Board of Adjustment and other city boards and commissions as assigned. Prepares agendas, research cases, ensures notification requirements are met, attends meetings, and drafts minutes. Maintains case files and minute books. Responds to requests for information from board and commission members, receives and addresses citizen inquiries and protests, and briefs management about pending cases.

•Answers inquiries related to zoning, planning and development from the public by letter, telephone, or in person.

•Conducts research and prepares maps, reports, and other documents.

•Develops, maintains, and updates computer databases and systems, including Geographic Information System and department file management system.

•Conducts field work as needed.

•Reviews proposed development for compliance with floodplain management and drainage regulations. Responds to inquiries related to floodplain zoning.

•Reviews permit and occupancy applications for zoning compliance. Coordinates regular permitting and plan review and interfaces with inspection division, Fire Department and Public Works Department.

•Serves as point of contact for citizen inquiries and complaints related to planning and zoning. Permitting and some Code Enforcement, as necessary.

•Assists personnel in other areas of this department and in other City departments.

•Performs other duties as assigned or required.


MINIMUM ACCEPTABLE QUALIFICATIONS:

•Bachelor’s degree from an approved college or university in urban planning, political science, public administration, geography, or a related field.

•Five (5) years progressively responsible experience in planning, code enforcement or community development.

•Detailed knowledge and understanding of the principles and practices of City Planning.

•Knowledge and understanding of theory and application related to code enforcement.

•Understanding of the basics of applicable law, including administrative procedures and prosecution of municipal offenses.

•Ability to understand the City’s overall goals and ensure you are working to achieve those goals.

•Ability to communicate effectively, both orally and in writing, including making regular presentations to the City Council and other public bodies, speaking at community meetings, interacting with officials at all levels of government, drafting official correspondence, conducting training classes and working with other city staff members.

•Ability to conduct planning studies, including undertaking research, analyzing data and formulating substantive policy alternatives. Ability to design implementation strategies that account for intended and unintended consequences.

•Skill in accurately recording and organizing information, including proactive work to establish and maintain files and file systems and in effective and efficient manner.

•Ability to review permit and other applications for compliance with zoning ordinances and other municipal codes.

•Initiative and judgment in performing duties and meeting responsibilities.

•Ability to effectively use appropriate technology, including common productivity software.

•Possession of a valid Oklahoma State Driver License and a driving record acceptable to the City’s insurance carrier.

•Ability to present a neat and professional appearance.


ADDITIONAL DESIRABLE QUALIFICATIONS:

•Master’s degree from an approved college or university in urban planning, political science, public administration, geography or a related field or Juris Doctorate from an accredited law school.

•Coursework, preferably at the graduate level, in statistics and quantitative analysis and /or research design and methods.

•Hold or be able to obtain Flood Plain administrator certificate (FPA) American Institute of Certified Planners (AICP) or other similar professional designation.

•Experience with Geographic Information Systems (GIS) including ArcGIS Online.

Reports to the Community Development Director. Does not supervise others.

Salary Range: $69,305.60 – 90,438.40
