Listing Description
Harris County Emergency Services District No. 48 (the “District”) is located between the cities of Houston and Katy, Texas, in what is often referred to as the “Greater Katy” area. Greater Katy is comprised of large sections of unincorporated Harris and Fort Bend Counties that are primarily situated east and southeast of the Katy city limits. The entire District service area lies within the extraterritorial jurisdictions of Houston and Katy. Today, it has grown to over 150,000 residents within a 29.54 square-mile area in western Harris County.

The District is a local government agency created by public vote to provide fire protection and emergency medical services (EMS) in specific areas of unincorporated Harris County. The District is governed under Chapter 775 of the Texas Health and Safety Code. The District collects taxes based on appraisals of real and personal property. The District’s Board of Commissioners is comprised of five members who are elected by the residents in the District.

Harris County Emergency Services District No. 48 seeks a professionally confident and highly competent government finance official to serve as its first Finance Director. Reporting to the Fire Chief, the Finance Director for HCESD No. 48 is responsible for planning, coordinating, supervising, and evaluating the accounting and financial operations of the District. This includes managing the budget, general ledger, accounts payable, purchasing, fixed asset record management, investments, debt management, financial reporting, risk management, and budget development. The Finance Director – which is a newly created position – is a key member of the leadership team and ensures financial systems and processes align with the District’s mission, vision, and values.

A bachelor’s degree in accounting, finance, or a closely related field is required, with a master’s degree in accounting, finance, or a closely related field preferred. Candidates must have eight (8) years of progressively responsible experience in accounting, budgeting, and financial analysis, with at least three (3) years at an operational management level. This position requires extensive knowledge of governmental accounting principles, including state and federal accounting, auditing rules and regulations, grant management, and internal control standards.

Other requirements include:
•A minimum of five (5) years’ experience with financial software
•Advanced proficiency with Microsoft Office 365
•Valid Texas Driver’s License and an acceptable driving record
•Completed coursework in government accounting
•Active knowledge and experience in government finance accounting, principles, and procedures, including GASB, GAAP, BARS, and GAAS

Preferred qualifications include:
•Certified Public Accountant (CPA)
•Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE)
•Certified Government Finance Officer (CGFO) from GFOAT or Certified Public Finance Officer (CPFO) from the GFOA of the U.S. & Canada
•Experience in public administration, fire service, or for a public sector employer
•Knowledge of the Texas Health and Safety Code Chapter 775 regarding state regulations governing emergency services districts in Texas
•Experience in accounting and control for significant capital construction projects and assets
•Experience with BARS or similar finance/accounting systems
•Active experience with Oracle NetSuite
•Supervisory experience
•Knowledge and experience with government procurement laws in Texas

The District is offering a competitive salary range of $151,000-$170,000 depending on qualifications and experience.
